PMO was founded in 2005 when Kameron Jones and Paul Raynor recognized a need for a consultancy that could provide dedicated experts in risk management.

Kameron founded PMO in 2005 after recognizing a need across all industries for world-class technical HSE consulting. Kameron has extensive knowledge, skills and experience as a business leader in the discipline of Regulatory, Health, Safety and Environment as well as project and business management. Kameron has acted as a Director and Vice President for major oil and gas producers in Canada and internationally. He is an experienced leader who excels at achieving business objectives in small and large scale corporate environments.
Paul co-founded PMO in 2005. He is a highly skilled and accomplished professional Process Engineer with 25 years of oil and gas industry experience. He is recognized as a process safety advocate and has received several awards for major project milestones. With his design of and work with multi-billion dollar projects and facilities, Paul has an outstanding reputation as an effective process safety engineer and manager, and a demonstrated record of success. He takes pride in his ability to manage project deliverables and mandates set by clients and ensures that end products meet industry best practices.
After graduating with a B.Sc. in Biology from the University of Victoria, Robert began his career in civil construction in the Canadian Oil and Gas industry. Originally a specialist in Environmental Management for Major Construction projects, Robert has represented PMO in Canada, the US, and Africa in all aspects of HSE both corporately and at the field level. Robert strives to ensure the direction and solutions provided to PMO's clients balance practicality, budgets, scheduling, and performance expectations. He now focuses primarily on the operations of the company as well as domestic and international business development.
Marliese began her journey into finance and accounting at the University of Alberta, studying Commerce. She joined the PMO team in 2018 to lead the finance department. Marliese is responsible for overseeing all day-to-day accounting and finance activity within PMO. She has over fifteen years of experience in finance, obtaining her designation in 2010. Her passion for travel and finance has taken her across the globe, allowing her first-hand experience with several diverse markets. Before joining PMO, Marliese held finance positions in several industries including: Oil and Gas, Automotive Manufacturing, Utilities, and Property Management.
Ron is an HSE management systems specialist focusing on oil and gas industry major capital projects. He has over 30 years’ experience advising for and working within energy companies globally. Ron has worked primarily as a solutions consultant supporting clients at the management level in defining, developing, implementing, improving and auditing management systems across several ISO standards. Ron is experienced in developing software solutions related to various management system programs. He focuses on supporting internal client-based solutions as well as growing third-party software organizations that focus on digitizing management system workflow requirements for compliance, safety programs, training, competency development and assessments, and training delivery internationally.
Senior leader with a passion for health and safety and more than 25 years experience in industrial hygiene, health, occupational and process safety management and leadership in construction and operations roles in the oil, gas, and chemical industries. Steven has been able to lead implementation of effective EHS management strategies and systems for heavy industry construction projects and oil and gas operations through strategic vision and effective collaboration.
Brian is an HSE management systems specialist and ESG advisor, focusing on oil and gas industry major capital projects. He has over 25 years of experience consulting and working for energy companies globally. Brian has worked at a management level in both environmental and safety positions for major energy companies in Africa, the Middle East, Central Asia and North America. In these roles he has been responsible for creating, delivering, and maintaining HSE management systems. As an ISO 14001 lead auditor he has been extensively involved in certification audits for energy and manufacturing clients. Brian’s evolution into the ESG space comes from extensive due diligence work for project agreements. He is often called upon by major banks and law firms requiring expertise in evaluating environmental, social, or governmental compliance.
Andrew is an environmental and social risk management professional with over 25 years of global project management experience and comprehensive technical risk management expertise. He has worked in multiple industry sectors including finance and banking, oil and gas exploration and production, refining and chemicals manufacture, mining and minerals processing, transportation, power generation, heavy manufacturing, agriculture and construction. Andrew’s risk management career began in the UK in 1994, where he worked in both corporate and consultant roles. Andrew specializes in environmental and social risk management due diligence, management systems development, assurance and verification for multilateral and private investors.
As an employee and as a consultant, Paul has designed comprehensive emergency management systems and processes for large international and small independent organizations. Paul's real-world experience in managing emergencies allows him to develop fit for purpose solutions including crisis management for domestic and international business ventures. He possesses 35 years of experience in operational leadership roles with the last 27 years focused on emergency preparedness and response. Paul is highly regarded for his skill in designing and facilitating credible and interactive training sessions, including high quality emergency response exercises, coaching and facilitation. He is a voluntary member of the ASIST incident management team to support western Canadian municipalities. Paul has successfully managed public consultation programs aimed at improving stakeholder engagement, acted as Subject Matter Expert for internal audits, and has been an expert witness during regulatory hearings.
After a successful 25-year career in the RCMP, Luther made the transition to the energy sector, working for Imperial Oil for 14 years, much of it as the Corporate Security Manager. Combining his public policing experience with his work in the Imperial Oil/ExxonMobil environment, he has developed a unique skill set which includes extensive experience in security risk assessments, and in designing and building security management programs from the ground up. Other skills honed over the years include interviewing and investigation, major case management, project development on several large projects, and ensuring a smooth and seamless transition of the security apparatus for the project into the operating organization.
Mike Taylor provides security consulting services, primarily related to the Woodfibre LNG Project. He has extensive experience developing and directly managing complex security programs and operations. Mike spent close to 25 years as a Commissioned Officer in the Canadian Forces’ Military Police branch, filling multiple command positions, and retiring as a Lieutenant-Colonel. For the past 12+ years Mike has been directly managing security on several different Oil and Gas construction projects in Canada; working collaboratively with Construction and Operations management teams to ensure site security programs and services are economical and efficient.
Ed Caldwell directs the PMO Government Affairs division. His experience is in supporting corporate and government clients in developing and implementing programs aimed at ensuring resource development projects. A long-time senior manager at ExxonMobil for their overseas projects and more recently as Vice President of a major independent oil company, Ed has extensive experience in working with executive leadership to identify the path to regulatory approvals that meet the legitimate needs of all stakeholders.
